This October 23, 1963 reply paid (reply half) originated from
Germany. It was intended to be returned as surface mail as it was
franked 20 pf. However, the person in the US wished to
return the reply half via air mail . The 11¢ air mail rate
was paid by an 11¢ Liberty stamp.
